Visionpool Business Services is hiring a REMOTE Senior Program Consultant who will be accountable for leading several aspects of a project, with a significant portion of this role to be focused on enabling clear, consistent communication and effective organizational change management to ensure stakeholder engagement and long-term adoption of program outcomes. This includes leading, coordinating, and managing aspects of training to support stakeholders to build capacity in their teams. A second, key deliverable for this role will be supporting the design and development of the future operational model for the patient-level costing program, including supporting process design and documentation. This role will also be responsible for other aspects of program delivery and design as identified by the Project Director throughout the lifecycle of the project.
Organizational Change Management (OCM)
Lead an OCM working group of key stakeholders to:
Implement robust change management strategies to support the successful adoption of new tools, processes, and data-driven practices.
Conduct and maintain stakeholder analyses, impact assessments, and readiness evaluations to tailor change interventions.
Provide coaching to leaders and teams, ensuring understanding, ownership, and active participation in change initiatives.
Support clinical and operational engagements focused on uptake of project-related data and information.
Coordinate and provide leadership on training activities within the project and broader program.
Strategic Communications
Lead the development of communication plans that effectively articulate the purpose, progress, and impact of patient-level costing and data initiatives.
Translate complex costing and data concepts into clear, accessible messages for diverse audiences, including clinical leaders, finance teams, and executive leadership.
Create compelling presentations, briefings, FAQs, and digital content to support engagement and information sharing.
Serve as a primary communication liaison across program stakeholders, fostering trust and clarity throughout the project lifecycle.
Stakeholder Engagement & Collaboration
Facilitate engagement with clinical, financial, operational, and IT stakeholders to support shared understanding and alignment.
Establish effective working relationships with health system leaders, staff, and other stakeholders.
Lead stakeholder discussions, user groups, and feedback sessions to ensure inclusive and iterative program development.
Operational Model Development and Continuous Improvement
In partnership with the Program Director and other key health system leaders, support the design and implementation of a future-state operational model (i.e.., the blueprint of how the ongoing IVHC Program will deliver its overall strategy by defining how it operates within the broader health sector ecosystem, in order to deliver value to its user base and other stakeholders) that enables sustainable delivery of the patient-level costing program.
Define operating roles, workflows, processes, governance structures, and performance metrics to support long-term program success.
Collaborate with stakeholders to align operational model elements with organizational capabilities, policies, and goals.
Support continuous improvement of the operational model by identifying process gaps, collecting stakeholder feedback, and implementing enhancements to costing methodologies, reporting, and program operations.
Program Leadership & Execution
As delegated by the Project Director, support delivery of other project activities related to the establishment of patient-level costing and the release of data analytics tools.
As appropriate/necessary to deliver the work, develop and maintain detailed workplans, timelines, and risk mitigation strategies in coordination with cross-functional teams.
Ensure alignment with healthcare system goals and parallel health system initiatives.
Qualifications:
Bachelor’s degree in Health Administration, Public Policy, Business, Communications, Finance, or a related field
Experience with the use of organizational change management frameworks, such as Prosci’s ADKAR model, Kotter’s 8 Steps,
Minimum 10 years of progressive experience in program or project delivery, preferably in a health system, public sector, or healthcare analytics setting.
Demonstrated expertise in organizational change management, including stakeholder readiness assessments, change strategy execution, and coaching.
Proven experience in strategic communications, with a track record of developing clear, accessible messaging for complex, data-driven initiatives.
Familiarity with or experience in healthcare costing, financial performance frameworks, or patient-level data utilization is strongly preferred.
Experience working on quality improvement or value-based health care initiatives within health systems is an asset.
A Master’s degree in a relevant discipline (e.g., Health Systems, MBA, Public Health) is preferred.
Certification in Change Management (e.g., PROSCI, ACMP) is highly desirable.
Business Analyst credentials (ex. CBAP) are an asset
Project Management credentials (e.g., PMP, PRINCE2) are an asset.
Technical and Functional Skills
Strong ability to translate technical and/or financial concepts into plain language for non-technical audiences.
Foundational IT/technical skills are considered an asset.
Experience supporting or leading the design of operational models (as defined above), including roles, processes, and governance structures.
Proficiency in project management and collaboration tools (e.g., Microsoft Office Suite, Project, SharePoint, Visio, PowerPoint, Teams).
Solid understanding of patient-level costing methodologies and relevant health data standards (e.g., CIHI, MIS/OHRS) is considered an asset.
Leadership and Interpersonal Skills

Strong facilitation and relationship-building skills; confident leading working groups, user forums, and engagement sessions.
