Visionpool Business Services is hiring a PROJECT MANAGER who will be responsible for leading projects through all phases of the project lifecycle, including initiation, planning, execution, monitoring and control, and project closure. Responsibilities include scope, schedule, budget, resource, quality, risk, issue, dependency, and stakeholder management while ensuring alignment with policies, standards, governance requirements, and strategic objectives. In addition, the Project Manager will be responsible for establishing and maintaining project governance structures, preparing executive-level reports and presentations, facilitating steering committee meetings and stakeholder workshops, overseeing vendor performance, and ensuring appropriate project controls and accountability measures are maintained. THE POSITION IS A 100% ONSITE ROLE WITH A REQUIREMENT TO WORK IN-PERSON IN REGINA, SASKATCHEWAN
Responsibilities:

Develop the Detailed Project Plan in consultation with the Project Leadership Team.

Produce the Project Plan and obtain Project Sponsor approval.

Ensure the project is delivered in accordance with established project management methodologies, standards, processes, and documentation aligned with Project Management Institute (PMI) best practices.

Manage and deliver IT projects for multiple lients, ensuring adherence to governance processes, stage-gate approvals, audit requirements, reporting obligations, and established project management standards throughout the project lifecycle.

Establish, support, and facilitate project governance structures, including executive steering committees, to enable timely decision-making, stakeholder alignment, issue and risk escalation, and documented governance outcomes.

Facilitate ongoing stakeholder engagement and communication throughout the project lifecycle, ensuring stakeholders receive timely, accurate, and audience-appropriate project information.

Lead and execute organizational change management activities, including stakeholder engagement, communications, impact assessments, readiness assessments, training, and user adoption planning.

Deliver project outcomes on time, within budget, and in accordance with approved scope, quality standards, and project objectives.

Ensure project deliverables comply with applicable technical standards, policies, and requirements.

Facilitate the integration and coordination of project interdependencies and touchpoints across related initiatives, where required.

Monitor, manage, and report on project performance, including scope, schedule, budget, risks, issues, and quality.

Identify, assess, monitor, mitigate, and manage project risks throughout the project lifecycle.

Provide timely communications and reporting regarding project risks, issues, decisions, and concerns to the project team, project sponsors, and key stakeholders.

Organize and facilitate workshops, meetings, presentations, and working sessions involving diverse stakeholder groups.

Collaborate with third-party vendors, service providers, and business partners to ensure their activities and deliverables are integrated into the overall project plan and implementation approach.

Develop and manage project change requests related to scope, schedule, budget, and resources, including communicating impacts and obtaining the necessary approvals.

Identify, communicate, and manage changes to project resource requirements and support resource planning activities as required.
Qualifications:

Project Management Professional (PMP) or PRINCE2 certification.

Demonstrated experience with GOS, or comparable entities, as it relates to the technical and business landscape. Describe in detail.

Demonstrated experience as a practicing Project Manager managing different, complex projects in an IT environment.

Complex is defined as a project with multiple stakeholders, vendors and complex cloud integrations

Demonstrated experience delivering Information Technology (IT) projects in a public sector environment (government, Crown corporation, healthcare, education, or regulated public entity), including operating within formal governance, approvals, and audit requirements.

Demonstrated experience operating within formal project governance structures, including executive steering committees, project boards, and decision-making forums. Responses should describe executive reporting responsibilities, governance artifacts produced, and experience supporting senior leadership decision making.

Proven record of achievement as a Project Manager demonstrating significant experience in successfully working in an IT project environment with an ability to prioritize, meet deadlines and work under pressure.

Significant is defined as experience greater than ten years. The response should also place an emphasis on managing workloads.

Demonstrated experience in effectively planning, executing, and adapting stakeholder communications on complex IT projects, involving diverse business, technical, vendor, and executive stakeholders.

Demonstrated Project Management experience successfully managing team resources, systems development, estimating effort and costs, and planning and scheduling project activities.

Demonstrated experience in creating and managing project management documentation. Examples would include project plans, schedule, project budget and change orders as well as project status reports

Experience integrating Organizational change management practices into IT project delivery.

Change management certifications (if applicable).

Demonstrated experience delivering projects using Agile, Waterfall, or Hybrid delivery methodologies.
